I was wondering whether it would help if on was to do another 3-5 minute warm-up post stretching, but pre-jelq. My penis tends to lose the extra elasticity by the time I am finished stretching. I was also wondering if it matters how much time you leave between stretching and jelq, or if they should be done consecutively.

I remember reading about others doing another warm-up after they stretch for the same reason that you gave and they never said anything about negative consequences. So, you should be fine. I doubt it matters if there is a little bit of a gap between stretching and jelqing. I have had that quite a few times and had nothing bad happen to me.
