Why to put cable clamp around the scrotum as well with the penis, while clamping at the base. I mean why it is essential to put cable clamp around the testicle sac? Your soonest advise if requested.

To my best knowledge, it isn’t essential. Some prefer it around the entire package, some prefer it around the base only. Hope this helps.
