Stretch or squeeze

Is the idea of jelqing to pull what you have inside outward or just to squeeze it as you jelq?

The idea of jelqing is to push blood throughout your penis thereby expanding the chambers. Whilst you’re pulling the blood through the penis like this you are also stretching it out.
