I was wondering if it is alright to jack of before I start my PE routine because that way when I jelq I don’t get an erection and have to wait for it to go down. Is there any reason why I shouldn’t cum right before I PE?

If you can still get the desired erection level for jelqing, then carry on.
If you find you CAN’T, then theres your problem.
