Was wondering if you can kegel while jelqing?

Yes, you can kegel while jelqing.

When I do it, I start my kegel right before gripping and beginning of a stroke, and hold it until I’m done. Since I usually dry jelq, letting go to re-grip lets more blood go into the semi-erection. Some people do it differently. Hope that helps!
