I am going to start PE’ing today for the first time and when ever I start to touch my penis, I get a good, almost 100% erection. How do I jelq with this? Will it have negative side effects?

Erect jelqing is an advanced exercise. You can do it when your penis gets more conditioned to PE. I’ve been PEing for four months which isn’t a long time at all and I still don’t erect jelq. I simply do not get good expansion with erect jelqs.

Keep kegeling until you’re in a semi-erect state that you need for you jelqs, and off you go!

This happens to me to although. I didn’t realise it was a problem though. This is probably why I got loads of those tiny pin prick red spots on my shaft. I now jelq with about 70-80% erection just because my willy settles at that state while doing PE. If I’m really hard I loosen the grip a bit or do 5-6 second strokes instead of 3 second ones. After a bit you can gauge what kind of pressure you can take.
