At 18 he is still growing , perhaps his cock would have gotten bigger without the p/e? in any event a young kid who starts PE at the right time will see much more quicker gains then most. The reason is the body is more receptive to it. Testosterone levels are higher, growth hormone levels are higher so of course age makes a difference.
