Stretch Marks On Foreskin?

I stopped jelqing for a few weeks due to not having enough time but I had made gains and lost part of them. I am starting it up again since I’m finally going to be out of high school (I’m 18). I noticed I got stretch marks on my foreskin. Is this a side effect from jelqing?
