Hard Spot on Flaccid Penis

Hey I’ve been jelqing for 3 months now and whenever I stretch, the part of the shaft right behind my head feels harder or more dense than the rest of my penis. Could anyone tell me what it is and how I could get rid I it? (Or if I should get rid of it.)

Does it feel rubbery? Sounds like a minor trombosed vein. Like there is a little hard ball just below the skin.

You should rest a week or two untill it goes away.

Actually it’s been there since before I did PE. It’s basically more dense and hard in the area behind where the shaft and head meet. When I stretch it first stops me from reaching my head and then my grip slips past it. I have no clue what it is, but it feels weird, kind of rubbery.
