I dont think there is a “general consensus”, some guys like wet, some like dry.
Good and bad points can be made for both methods.

I got better results with dry jelqs.

I got better results with wet jelqing. Everyone is different, so there isn’t “one” best method for any form of PE.

The consensus is that there is no consensus. I prefer dry.

A mix of both is nice. I usually dry jelq for privacy and simpler matters, but about once a week or so I wet jelq.
