Does anyone know how low the average balls hang and how to properly measure it?

That is a tough question to answer because even for one guy it varies depending on temperature and sexual arousal and other things. Like they are lower when you’ve just gotten out of hot bath or shower or on a hot day. Some would say that it would be easiest to make that measurement at the lowest possible hanging conditions.

Ok then what is the average length of scrotum when they are hanging at their lowest?

Never seen any stats on it! But I would guess, if you were to measure from the top of the penis, the average is just slightly more than the average flaccid hang, so I’d say about 3.5-4 inches?
