Red dots annoying me

I’ve been doing pe off and on since I was about 16 or 17. I’m 28 now. I’ve had the issues with red dots before but I’d rest a couple days and they would go away and not come back. Lately however they keep coming back.. even if I only do 300 jelqs. I notice they seem to occur more with jergens ultra healing lotion so I’m going to change to something else. Any other tips? I know I’m doing the jelqs right and in a manner that I’ve never had trouble with in the past.. 28 is to young to blame it on age.

I also have been doing way more stretching this time around that ever before. All old workouts consisted of stretching for warm up only. The rest was Jelqs
