Extra skin hanging? Injury? Help!

Hi,

I’ve been on and off on jelqing and I started again with newbie’s routine.
But I have noticed for awhile that I have that extra skin right below my glan, which is like my circumcision scar area. After I jelq and everything, my penis looks like the pictures I posted. Those are taken immediately after finishing my exercise.

I was wondering what it was or why I have it.

I was thinking, maybe it’s because of a needle or two fell out of that spot couple years ago.

I have no idea, but I’m not sure if I should be worried about that or stop PEing.

Also, I can’t get constant erection while jelqing. And my base part of the penis is lot thinner than the top shaft part.

Lots of problems, please help?
