There is a strange bulge next to the penis that appears only for erection, this protrusion is constant, does not move, does not cause pain. I noticed this protrusion after using the pump six months ago, after which I stopped using it but the protrusion did not go away

If there is no bruising or any discoloration then you didn’t rupture anything. The body changes after a while I suggest you discuss this with a urologist especially if you feel something under the skin.
