What do I do wrong?

Situation: Started in June 2016 with 6” x 4.9” or thereabouts, I guess .1” error margin with the ruler is in order
Goal: More girth first, target girth 5.5” MEG
Routine:
-3 month newbie routine, only manuals, generous amount of heat, later on IR lamp while working out, hot cloth cooldown
-After 3 month:
- 10m warmup hot cloth
- 10-15m manual stretching in any and all directions with IR lamp
- 3 sets of 5-10min air pumping at 3-5HG, wet jeql in between sets, not too tight cock ring in between sets
- edging with cock ring after set depending on mood/time/etc for up to 10m
- 2 or 3 on, 1 off, with weekend breaks in between depending on the weekend

Result: Pretty much nada cemented. I get to 5.375” - 5.5” after workout, with cock ring, and while that’s minimal fluid by now (I found the right HG to control it) it’s verified not resulting in gain on non-workout days. Also no gain in the length department.

Anyone got an idea? I’m very happy with the girth gain post-workout, and it’s not the fluffy watery non-useable but pretty solid and the lady quite likes it, but I’d have expected a bit of permanent gain by now.
