Here’s the deal: the average fat pad seems to be about an 1”, and is typically found on guys who have an average fitness level.
A fat pad doesn’t necessarily mean that you are overweight, but generally speaking, if the fat pad is higher than an 1” it usually indicates a higher than average overall body-fat ratio. Which might indicate a trip to the gym a few times a week.
People who are in shape typically have smaller fat pads. The difference between NBP and BP in their case is not so great.
You say you don’t have a fat pad, but you also say the difference between NBP and BP is 1.5”, which makes me wonder how you are measuring. Or, at the very least, what you think you are pressing into when you measure.
As to measuring: it’s erect penis, at a 90 degree angle from the body, ruler pressed in the pubic bone and running along the mid-line of the shaft. The difference between NBP and BP being the fat pad.
Y’know? The sort of soft squishy tissue that the ruler is pressing in to.
Get me?

After: I\'d like to show you something I\'m very proud of, but you guys in the front row will have to stand back.
God gave men both a penis and a brain, but unfortunately not enough blood supply to run both at the same time. - Robin Williams (:
