I can tell you from first hand experience. I have done allot of hanging in the past and I have gained length and girth (mostly girth at the base)
I’m not sure what they mean by “dead tissue”, but I have experience no issues from hanging.
Try to imagine a balloon (one of the long thin ones). You stretch it out the by holding the open end and the far end. This stretches the balloon (i.e. tunica) and creates more potential for growth when you blow it up. It tends to create more potential in both directions (length and with) because you stretched it out. That is how I picture Hanging, or any form of stretching.
The tunica is made up of connective tissue that can be stretched permanently.
