Girth and the Bib hanger... bib?

I did my research readings on this site and still have a question…
It’s recommended to work on length first and then girth. I think I understand the rationale of a thick cord being harder to stretch than a thin one.
But does this apply to the penis shaft or the lig/tunica?
Girth increases the penis shaft. Hanging stretches the lig/tunica.
So it seems like two different areas.
How does one affect the other?
Or does hanging also stretch the penis shaft as well? If so, how much do you think that hanging length increases comes from shaft stetching versus lig/tunica? I would imagine that increases primarily come from the lig/tunica with only some from shaft stretch?
My thought is this… if girth affects the shaft, and hanging primarily affects lig/tunica, then increasing girth shouldn’t affect hanging. (I could see how girth increases would affect jelqing because jelqing increases penis length directly to the shaft itself, but this isn’t the case for hanging.)
I hope I made sense. Thoughts?
