Strecting after a workout

The other day after doing my routine I decided to do a few stretches at intermediate intensity. I noticed there was a more profound stretch on my tunica compared to when I normally stretch before my workout. I’m just curious if this is a good idea and why, in general, we tend to do our stretches before moving into manual exercises such as jelqing, ect.
