I thought all uncut guys still had a frenulum, that it is typically only removed through circumcision. Being uncut would thus necessarily leave the frenulum intact because it is in place before the penis is tampered with, so to speak.
I, on the other hand, am cut, yet I still have a frenulum, and it has led to extreme sensitivity, prematurity, and possibly a downward curve due to its resistance to tensile stress on the underside of my penis. I wonder about the extent to which it limits PE gains.
