Why is my bottom shaft softer than my middle shaft

I have been jelqing for nearly 2 weeks now and I’m starting to feel the dick is thicker ever so slightly, however I have noticed the bottom shaft is softer than the middle. Does anyone have any comments on this or is this part of the beginners stage? Thanks
