So soon it’ll be one year that I don’t gain and I thought changing my routine might spur new gains. I rarely experience any kind of discomfort when stretching. I can pull as hard as I want and I don’t feel the slightest fatigue.

Today after a good jelqin session (now I jelq with a greater EL) I decided to stretch a little before jelqing and a little after and had to pull with less force than I normally do when I stretched afterwards. Why is that? It is nice, is not pain really, just discomfort that would turn into pain if I keep pulling hard.

You can do them whichever way round seems best for what you are trying to achieve. The main reason jelqing is usually done after stretching is that if you have done wet jelqing, it can be difficult to get a good grip for stretching, and because girth is more difficult for most guys to gain, stretching first loosens things up for jelqing, but it’s not cast in stone and you can change it if you want.
