When is the best time to measure?

I’ve been PE’ng for a little over three months now, actually close to four months now, with a small setback of 6 days where I did not due to a blister. My initial BPEL was 5.75” with a Erect Base Girth of 5.1”. I did not know at the time that I should have measured mid-girth, as that is what I see most people posting. Oh well, not a huge deal . I measured length the other day after my PE exercises, which would have been day 106 (112 - 6 days). Not 106 total exercise days, buy days from when I started to when I measured for progress. I measured at 6.125” BPEL. Is this a false positive due to it being on a PE day? Should progress measurements be done on off days? Today I tried measuring again, but I felt that I could only get 90% or so hard, so it measured right at 6”
I apologize if this has been asked before, but I could not find a concrete answer from my several search attempts. Thanks for your input guys.
