herewego- the answers, to be helpful, will take into consideration, how the user has been wearing his extender. What I mean by this , is some extenders only have the wearer add rods (increase length) over a suggested period of time. Weeks, months for example.
A different extender can instruct the user to adjust the “pulling force” to different amounts of grams.
Also one needs to ask the wearer what kinds of warm up, loosening he may or may not be including before or after a session of wearing the extender. Is there any jelqing or other exercises being used. Is there or has there been hanging of weights to effect results ?
How many hours a day is the extender being worn, and are there rest days being included ?
There are a lot of variables/moving parts for one to adjust, tinker with that may effect results.
Quitting after 16 weeks is giving one self the bad end of a deal. The user needs to be objective in his analysis of what does or does not effect results, and be ready to vary things to find what will work best for him. \It just does not pay to be either impatient or in a hurry with most anything in the world of PE.
