I roughly agree, in that permanent change is unlikely to occur with just penis sized objects.
However, on forums dedicated to the topic it seems apparent anecdotally that gradual stretching can result in permanent increase in capacity without pain, tearing, bleeding, etc, and without necessarily shrinking much if at all even over periods of months or years.

I don’t think it’s a fixed point. Much like “big” will always be an inch more than what I’m pcking, “too much” will most likely remain two inches more. So right now, “big” is eight inches, and “too big” is nine. Sound about right to anyone else?

I think a large part of it is mental. Here’s the test. Blind-fold a girl and have different guys with different penis sizes pound them. A) If you’re speaking of aesthetics then this is exclusively to the taste of the beholder and hence fairly meaningless to try to determine as a general rule. People will have different cut-offs.
