I have seen this thrown around don’t know what it stands for ADS. And if you start doing PE exercises do you eventually have to start hanging or can length and girth be achieved by manual stretching only?

You would not get much girth if any from manual stretching only, but length gains Yes. Jelqing only can give you both length and girth.
People in general intensity their routine by adding or switching to more advance exercise like hanging, clamping and others when gains slow down or stop.
So, you do not have to start hanging if you are gaining from manual stretch and jelqing.
