Substitute for clamping

Can a Jelly cock ring be used to clamp? If so for how long do we keep it on. The expectation is that there would be increased gains in thickness more than length. Is this correct?

A tight cock ring would work in a similar manner as a clamp. It would have to be very tight to trap blood in the penis and therefore would be more difficult to remove in an emergency. Girth gains are the goal, yes.
