When I do the stretching right before jelqing it makes me hard to have an erection, so is it OK if I do the stretching in the afternoon them jelq at night? How about I do the stretching after the jelq?

Split routines are fine but don’t skip the warmup.

Placing the stretching after the jelqing might even be better. You will have to judge that by your gains.

I love having a split routine, it works great with the schedule I have. I can have two more private twenty or thirty minute sessions rather than trying to have a PE marathon for an hour or two. I just try to find something that works for my schedule, gives me gains, and won’t hurt me.
