Well I am not uncut so I cannot speak on that but as far as stretching is concerned, you want to pull as hard as needed to reach your maximum BPFSL over the duration of your routine. Pulling any harder than that is not beneficial and can lead to toughening of the penis which is not what you want. Relax into each stretch and always be in control of your breathing while you are stretching. I have ready all too often of people going gun ho with their stretching and it has lead to more bad than good.
Jelqing should accompany a thorough working of blood flow with each stroke. Basically tight enough to cause plenty of engorgement but not enough to cut off any circulation or cause any pain.
