I would call it BPFL, as you did.
What my esteemed colleague Mr. Happy was driving at is that most people would measure their flaccid without bone pressing, (just measuring the external or visible penis), so that they just report FL (flaccid length), or you could call it NBPFL (non bone pressed flaccid length).

Well, Some guys do because gains in stretched flaccid can equate to gains in EL, and sometimes it is hard to be consistent measuring erect length if you have variable erection quality. Some guys also like to compare their BPSFL to their BPEL to see if the exercises they do are changing the difference between the two. For many guys, BPSFL is longer than BPEL. It is just another data point.

That is always a good idea, but you will most likely always have a fat pad. I don’t think I have heard anyone say they have zero fat pad. It is largely genetic, and even some really lean guys can have quite a bit of a fat pad.
