I get the same thing. I put it down to the skin being more plump at less than maximal erection, whereas at full erection it is stretched and with less blood so providing less girth. I attribute the same phenomenon to temporary gains after jelqing but never really gave it any more thought than that.
I don’t like the part where the dick blows up….
I’ve been thinking about this as well, because with a semi my penis is huge girthwise, but for example yesterday i took 50mg of a generic Viagra and although it was huge length wise, i never saw it more compressed girthwise. I don’t understand the process, if someone could explain it better that would be cool.

Experienced this phenomenon myself too.. The TUG theory should explain this as well.. It’s all about the tunica shape and function.. But unlike you guys I measured it with a tailor type several times to be sure about the difference.. Well, surprisingly enough girth wise I have the same size both semi (let’s say 80-90 % erect) and hard wheres length has still room to increase at 100% erection.. So not bigger but could look smaller because your length is at it’s maximum, a matter of proportions in few words.

I think is a visual effect because when in a 100% erect your penis curved than in a 90% and then looks smaller but it isn’t, this is my guess
