There are accurate methods, and they have been discussed a lot, most recently here: Measuring length accurately.
Unfortunately, most studies do not use a uniform method of measuring. That much is obvious from the very different avarage sizes shown by different surveys. We probably know a lot more about accurate measurement here than most doctors. After all, we spend a lot of time taking penis measurements, whereas doctors probably never do it at all. :)
