I’d suggest always aiming for jelqs to be 3 - 5 seconds in duration. You should also aim for consistency in your technique, so that every jelq is more or less the same. In terms of pressure and erection level, you will find personal specifications that simply feel the best. Feel it out and stick to what feels good.
From the reading I have done here and at another site (I can’t take in enough information) being consistant definitely seems to be key. To form PE into being a part of your lifestyle. To live, think and breath it. And do that I must. I want to gain 2 - 2.5 inches in both length and girth, so I can’t half ass this.
You should take some ‘Before’ measured photos. You’ll regret it later if you don’t, although it’s kind of a pain in the arse to get good ones - definitely worth it.
