You tell us that you’ve increased your jelq time by 50%, but not from what to what. A 50% increase could be from one minute to a minute and a half, or from 16 hours a day to 24 hours a day. To get more useful answers, we need more information.

Conditioning is one thing; toughening is another. We do not want to toughen the penis. A conditioned penis is one that will allow a progression to more strenuous exercises without damage. A toughened penis is one that is resistant to further gains. I know which one I’d rather have.
You can jelq without toughening your penis.
