Penis will hang fuller

I’ve read the captions under the pics at the “wet jelq” video and the last one says ” you penis should hang fuller”. My question is what exactly does this mean?

Hanging fuller means the penis will take in blood or engorge and hence take on a “fuller appearance,” the condition is a state of tumescence. The penis is in a state of engorgement without rigidity, it would be analogous to a water balloon with different amounts of water present.
