First of all: if after one month nothing happened in terms of size it is not catastrophic, but certainly a reason to ask yourself what is happening.
That’s exactly the spirit that keeps you on the success track: being suspicious and listening to your body.
So maybe you could describe your routine a little bit more precisely:
- Does your routine include warm-up? If yes, which method, how long?
- Does your routine include warm-down? If yes, which method, how long?
- What precise method of stretching do you apply? (directions, stretch time per stretch, force you apply)
- What precise method of jelqing do you apply? One-handed, two-handed, grip technique, force you apply, erection level?
- What are your PI’s (physiological indicators)? How did they change in these weeks?
If you can give answers to the above stated questions, the experts in this forum (I am not one of them at all, just another newbie giving a hint) may give you better and precise answers to your question.
