Any suggestions on a routine that combines the following?

Power Jelq
Bib Hanger

Measure at 6 BPEL x 5 EG
6’ 200lbs
30% bodyfat



That is way too much heavy-duty stuff to do at once. Your penis will never recover, and you’ll probably create your own Hall of Fame penis injury gallery.

Figure out what you want (length or girth, or both). Figure out what is the best exercise, then take one of those.
