Is there any way to differentiate what erection level I’m at when performing exercises?

0% is totally flaccid.
100% is rock hard.

It’s hard to find and maintain the adequate % to jelq, we all go by feel. Just avoid jelqing erect and you should be fine.

Say I’m performing a Jelq with a semi-erection but I keep going into a full erection, is it okay to stop and wait for it to go down before resuming?

That’s normal, happens for most of us newbies. If get too erect, stop and wait until subsides.

In few months you will be able to control yourself during exercises.

By the way, make sure you did not stroke the jelqs too fast. Fast jelqs estimulates too much your penis.
3 to 4 seconds per jelq should do the job.
