What should I use for measuring my penis? How often should I measure?

A rigid ruler for length, a tape ruler for girth. Measure once a month or less.

Agree with all that was told above. In my opinion measure even after more time. Some people get discouraged if they don’t see any gains in the first measuring and they just don’t have the dedication to go on. So it’s better to wait a bit longer and say: holy shit, look how much I gained :D
