I think there are two variables here. One is that women have different vagina sizes, and that presents a range of limits. The other is that short-term factors such as arousal, lubrication, technique and positioning, combined with longer-term stretching of the vagina, may allow a vagina to comfortably accomodate a relatively larger penis - but still only within certain limits.

There may also be an additional factor of complexity in that a woman who experiences discomfort from penile contact with her cervix, may be comfortable with a thin (small girth) penis of relatively long length that doesn’t press the cervix too hard as it passes, but may be uncomfortable with a thick (large girth) penis of the same length - or, put differently, may only comfortable with a thicker penis if it is of a shorter length so that it doesn’t penetrate too close to the cervix.

A fair body of anecdotal evidence indicates that any penis length over 6.5” or 7” length starts to run some significant risk of not being able to fully penetrate some percentage of women, but there is not enough good data available to quantify that too accurately.
