Kegels throughout the day

Are doing kegels throughout the day as effective as doing them as part of your PE routine?

Also, can you overtrain with kegeling? Or would doing kegels whenever I remember be a good thing?

I imagine you can overtrain with kegels as with anything that involves muscles.

Can you do kegels throughout the day, yes.

Yes you can overtrain doing kegels, just like any other muscle. Do a set amount, and then stop. Just like you would in the gym.
