Are you getting a nice even pressure up the shaft when you jelq? Maybe add a kegel in between strokes, that can help.
Base girth gains seem to happen from stretching as well. Reading some of Bib’s old posts might help to understand why.
If you think you are doing everything right, it might be worth finishing off your routine with a one handed Sadsak mod, just to stretch everything that little bit more. Make an overhand OK grip at the base and add the loose fingers one by one to the grip pushing the blood further up the shaft. It’s a nice way to finish a routine but be very careful, it’s easy to go over the top with too. Another alternative would be to carefully approach the Uli#3. 6 weeks in injury is still nicely possible and these are advanced exercises if taken to high pressures.
