Jelquing requires a flacid or semi flacid state to correctly move the blood around inside your penis and this in not possible when erect, so the name of the process changes once you have an erection, it is no longer called Jelquing it changes to Wanking.

As Uncle.nasty has half-seriously answered, you should only be partially erect when jelqing, Roughly between 30% and 80% erect. It’s strongly recommended that you not jelq above 80% erect, especially as a newbie. Learning to manage your erection level while jelqing is part of learning proper technique.

It really depends on where you are with the conditioning of your penis. If you are a newbie, then do not jelq at anything even close to 80% erect. Keep it between 50 and 70%. Erect jelqing can easily lead to injury if you’re not conditioned for it.
