Actually it is a good question and has been discussed in the past. Search Bengay or Icy hot. I think I remember the concensus is that the feeling you get is not as good as real heat.
You are not actually heating tissue to 105 C or whatever temp would actually imrpove stretching of tissue. It gives you a feeling of heat, and actually does promote healing by increasing blood flow, but that is different than actual temperature gain. But if it is good for healing, who knows? Maybe there is a benefit.
