It is not true, regrettably, the penis is a small creature and that statement is wholly foolish since it is very unpredictable where the results would be seen first. Jelqing improves the blood carrying vessels to expand and hold more blood. This translates into girth due to increased capacity. This translates into length due to improved blood flow characteristics or with an equal amount of erectile pressure being offered your blood flow has increased to show additional “pipe.”

I always thought lower erection would be more for length because it would allow you to stretch more, whereas high erection is focusing entirely on girth because the ligs wont stretch while erect.

It’s true. If you jelq even at less than 30% of erection, and hold the pulls at the end, this is just stretching with different grip.
