I can't figure it out.

I can’t figure out how to kegel properly. Is it moving the penis up and down? Or moving the testicles? Which one is it? Is it both?

Think of this next time you take a piss.

If you were taking a piss at a urinal and you completely relaxed your BC/PC muscle there will be a slow steady flow. (Gravity fed.)

Now try and force it out. Think “push out” in your head and drain your self as fast as you can. The flow will be much faster than normal.
This “pushing out” is a reverse kegel.

Now think “pull in” and stop the flow completely. This is the basic Kegel.

When you become good at this and can kegel really hard. You’ll notice that when your erect and you kegel your penis will move up and your balls will pull up/closer to you and the Corpus spongiosum along with your glans swell up. The reverse kegel does not have this effect.

Well, you don’t have to be taking a piss to do it, but that is the correct muscle to target.
