Hope to get it right this time

Hi All

First thing I would just like to say that I am really pleased to have found this great forum on PE related matters.
So I am now asking for advice and suggestions please
I undertook six months of jelqing a couple years back, without any progress in my opinion but now I am looking to start again having felt inspired by all the threads on here..
My penis is on the small side when flaccid and the skin from my testicles joins my penis fairly close to the top meaning it is not great when it comes to getting a clean controlled jelq as it feels that I am working my testicle skin rather than my penis. Should I be directing my routine towards something specific first or should I follow a standard beginners routine?
