In the Spanish forum there was a man whose father tought him how to do jelqs. He was from South America (I would have to search for the thread).

Also in the Spanish forum some people says that Guaranis, from Paraguay, NE Argentina and southern Brazil knows jelqing and PE. Another ethnographic-anthropological path to investigate.
