Has anyone heard of.

A stretch called the footlong stretch? I’ve tried to find a description for this exercise but to no avail. Can someone describe it?

It’s simple. You just attach a rope to your penis , the other end to your foot, and stretch your penis with leg power.

There are some posts here , And I believe one guy was using this trying to get the last 1/4 inch for nine and suddenly we heard no more from him. Could be he fractured his ligaments, as there is a lot of power in the leg. I would suggest you leave it well alone.
