How old are you? Seems like you just hit puberty, hair growing on the base of shaft is normal.

Besides that, did you take initial measurements? To see if you gained just use a ruler.

Hair on the lower parts of your penile shaft is perfectly normal. Some guys do seem to notice it ‘creeping up the shaft’ a bit as they start to grow. It seems to reach a point of equilibrium and remains within a normal level. I shave mine.
